Rosemary Delgado - President

Rosemary Delgado has been a Board member for the past five years and an ASTD national member for fifteen years. She has been in the workplace learning and performance profession for 25 years. Currently holding a Human Resources Administrator position with AHCCCS, she is also a Certified Professional Coach.  

Rosemary has a variety of business, organizational development, training and human resources experience.  She has a Master’s degree in Business Administration with a BS degree in Business. Her goal is to develop the workplace learning and performance professional by providing value added services to their ASTD membership.

Ed Eyler - President-Elect

Edward Eyler has over 25 years of experience in training and development. He has worked as a classroom instructor, an instructional designer, a training and performance consultant, training and development manger and in e-learning sale and marketing. Included in the companies that Ed has had the privilege to work for are Intel, Hitachi Data Systems, Charles Schwab, Trainframe and Digirad. Presently, He is a Talent Management Consultant with Learn.com. Ed has his Master’s Degree in Communication from Illinois State University and enjoys teaching communication classes as an adjunct at local colleges.

Ed has been a member of ASDT for most of the last 20 years. While working in San Diego in 2008 he helped the local chapter as a volunteer for ASTD’s International Conference. He enjoyed that experience and upon returning to Phoenix decided to become more active with the local chapter.

Monica Quijada - Treasurer

Monica Quijada is an Instructional Designer at Ticketmaster. She works with business leaders to create fun and effective courses for internal and external clients. Prior to her current position, she worked as a trainer at Televerde and Charles Schwab. She has a Master's degree in Adult Education and Distance Learning.

Zen Benefiel - Website / Technology Director

Zen joined the Board as Web Director in May 2009. He is the founder/owner and 'Possibilities Coagulator' of Be The Dream LLC. His career spans multiple industries, including aerospace, education, performing arts, special events and has been a webmaster for a decade.

Zen is a multiple graduate of the University of Phoenix with a BS in Business Administration, an MBA in Project Management, an MA in Organizational Management and certification in Secondary Teaching. He is a certified Transformational Life Coach and Hypnotherapist through the Southwest Institute of Healing Arts. He enjoys golf and playing drums in his spare time.

Carolyn Wilson - Secretary

Carolyn has been an ASTD national member since 2002, and a local member since 2006. She works for Progressive Insurance in the Field Training Department as a Measurement Consultant. I assist Lead Administrators with measuring the business impact of training.

She enjoys spending time with friends, shopping, hiking, working out and playing with her two dogs, Ashley and Cooper. She has a Master's in Adult Education.

Quincy Conley - Professional Development Director

As a consultant, Quincy is a dedicated team member at Michaels & Associates. His primary function is to decide what combination of appropriate Instructional Design techniques to use to create instructional materials to fulfill organizational goals. As an Instructional Designer, he has been responsible for developing instructional materials consistent with sound educational principles for over 8 years. Previously, Quincy worked at the Thomson NETg, where he was responsible for designing curriculum for delivery using simulation training, web-based instruction and e-learning.

Some of his most recent accomplishments are designing the ASTD CPLP Certification Workshop. He also facilitated the ASTD study preparation seminar to esteemed audiences such as Booze Allen Hamilton. Quincy earned his B.S. in Aerospace Science, and has completed his graduate work in Instructional Design from the University of North Dakota. Currently, he is working on his Ph.D in Instructional Design and Technology.

Norma Carranza - Community Relations Director

Norma has been fortunate for working with Best fortune 500 companies in the manufacturing field with organizations such as Ethicon-Endo Surgery, a subsidiary of Johnson & Johnson, Emerson Electric Co, Zenith Electronics Co and Packard Electric Co a subsidiary of GM. Her passion for continuous improvement, multicultural environment, business operations and focus on new projects, prototypes and implementation has brought her extensive experience developing cohesive Organizational Development strategies to support business growth. One of the most interesting challenges over her career was the implementation of lean manufacturing philosophy and World Class Manufacturing training with topics such as Scorecard, Housekeeping, Total Quality Management, Takt-time, SMED and Total Employee Involvement.

Norma holds a master degree in MBA and Total Quality Management specialization as well an MBA and Human Resources Specialization at UOP. She has been involved with training professional associations since the early 90’s. In 2007, she became a member of the ASTD-VOS Chapter, and currently serves the board as Community Relations Director.

Paul Reevs - Conference Director

Paul is an award-winning training professional with a broad spectrum of education and experience.  He possesses a Master’s Degree in Organizational Management, has instituted training programs that have served thousands of professionals, and has personally delivered critical instruction on varying topics. He has experience conducting needs analyses, designing curriculum, creating and delivering dynamic and informative presentations, and producing cutting-edge training events. 

Paul holds several instructor certifications including Microsoft Office Master Instructor, Maricopa County Community College Instructor, and with the University of Phoenix, where he currently teaches.  His accomplishments include developing an award winning website, consulting on revolutionary curriculum design and delivery, inventing a Momentum Learning model, authoring the book Effective Writing Made Easy, and implementing workplace improvement efforts that elevated workplace productivity and job satisfaction.  Paul brings a fun and energetic approach to training and incorporates the most contemporary concepts into his intimate engagement style of instruction.

Tammy Preble - Past President

Tammy Preble, currently serving as the Past President, has served in a variety of board positions including President, Membership Director and Professional Development Director. She is currently leading the Chapter’s first Certified Professional in Learning & Performance (CPLP) study group. In addition to leading the group, she will be participating, with plans for certification in March, 2010.

She is an experienced leader, who understands both theory and real-world application. Tammy was a founding member of Discount Tire Company’s Corporate University and managed the National Training department for over six year. She is excited about the new opportunities facing businesses in the areas of skill development, collaboration and communication in a largely virtual world and the multi-tasking reality of younger people.

Dave P. Boizelle - Communications and Marketing Director

Dave is the founder and principal of Edgewood Human Capital Consulting.  He has over 20 years of experience providing human resource leadership and management services to premier firms in the public accounting industry.  He specializes in HR Strategy, Talent Management, Career Coaching, Training, Organizational Development, and Change Management.

Dave graduated with a Bachelor of Science degree in Administrative Systems and Business Education and a Master of Science in Instructional Technology from Utah State University.
